Preliminary registrations

Get registered as a taxpayer

Anyone undertaking any commercial activities, even on an occasional basis, likely to entail tax obligations, must be registered with the Investment Promotion Agency for enterprises and individuals, and with the National Agency for the Promotion and Regulation of Cooperative Societies in Burundi for cooperatives.

Obtain an exporter's approval

The exporter approval is an exporter identification number that must appear on all customs export documents. It can be obtained from the Foreign Trade Directorate at the Ministry of Trade, Transport, Industry and Tourism.

Get the factory exit voucher

A factory exit voucher is a document that confirms that the goods in an export batch have left the factory. It is issued by the factory manager.

Obtain the phytosanitary certificate

This is a mandatory step for all tea exporters to take with each shipment. Obtaining this certificate allows the exporter to prove that the tea has been inspected according to the appropriate procedures and that it complies with the phytosanitary regulations in force in the importing country. The phytosanitary certificate is issued by a phytosanitary inspector of the Plant Protection Directorate, Bujumbura branch.

All exports of goods except commercial samples, goods not intended for sale and luggage and removal goods must be subject to an export declaration. The applicant obtains a validated export declaration from the Bank of the Republic of Burundi before the goods are shipped.

The EAC certificate of origin is a document issued to the exporter that attests that the exported consignment of product meets the criteria of origin in accordance with the EAC rules of origin. It is issued by the Customs and E-Business Department at the Burundi Revenue Authority for goods worth more than 2000 USD

The simplified EAC certificate of origin is a document issued to the exporter that certifies that the exported consignment of goods meets the criteria of origin in accordance with the EAC rules of origin. It is issued at the border exit point by the Burundi Revenue Authority for goods valued at up to USD 2000.

The COMESA certificate of origin is a document issued to the exporter that attests that the exported consignment of product meets the criteria of origin in accordance with the COMESA rules of origin. It is issued by the Ministry of Trade, Transport, Industry and Tourism for exports to COMESA countries (Common Market for Eastern and Southern Africa).

Obtain the certificate of origin under the Generalized System of Preferences

The Generalized System of Preferences Certificate of Origin is a document issued to the exporter that certifies that the exported batch of product originates from the country benefiting from the preferential treatment under the Generalized System of Preferences Agreement. It is issued by the Ministry of Trade, Transport, Industry and Tourism for exports to countries that have concluded the agreement. These countries are: Australia, Canada, Japan, New Zealand, Norway, Switzerland, United States of America, Republic of Belarus, Republic of Bulgaria, Czech Republic, Republic of Hungary, Republic of Poland, Russian Federation, Slovakia, European Union, Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, United Kingdom.

Customs Clearance

Obtain the customs declaration

The customs declaration shall be captured by a certified agent of the relevant customs clearing agency and thereafter verified/validated by the appropriate OBR Customs auditor. The exporter and his/her representative, the customs clearing agency are responsible and accountable for all declared information.

Get Exit validation from the territory

Exit registration is an act that is carried out by the customs auditor based in Kabanga, Tanzania, for all exported goods passing through the Kobero border. This registration includes the declaration number, the means of transport, the nature and quantity of the goods concerned.
